<p>Valid ID card stickers should reflect the second quarter (2-2) or third quarter (3-2). If you paid for the year, the stickers should show 4-2. Your cards must be current to have access to the park, pools, and VWOA events like the upcoming Annual Picnic.</p>

<p><strong><em>Annual Picnic May 19, 2012, 11:00 am-3:00 pm</em></strong></p>
<p>VWOA residents get ready -The Annual Picnic is this Saturday. The event is always fun and a great success. There will be activities for all ages, food, drink, and music. In addition, there will be performances from local high school ROTC teams, SMASH, Olympic Karate, and Lucy’s Body Shop. All residents 12 and older must bring a current VWOA ID card to gain free entrance. Non-resident guests are welcome to attend the event for $8.00 per person. We look forward to seeing everyone there and to enjoy the day with our community!</p>

<p>The VWOA Sports Park committee has additional entertainment coupon books for sale. The cost is $20.00 per book and includes great discounts for many local businesses. <p>This does affect all of the neighborhoods in the Villages of Westcreek.</p>
<p>SAWS does hire off duty law enforcement officers to enforce these rules. If you are new to the San Antonio area these rules are strictly enforced by SAWS.</p>

<p>Watering with an irrigation system or sprinkler is allowed only once a week from 3-8 a.m. and 8-10 p.m. on your designated watering day as determined by your address:</p>

<p><strong><em>Standards Tips</em></strong></p>
<p>Two of the most common complaints that we receive at the VWOA offices are for the control of pets and loud noise. The Bexar County Leash Law does apply here in the Villages of Westcreek. All pets (this includes cats) are to be on a leash if they are not inside of the house or kept in a fenced in yard. In the January 2012 <em>Standards for Architectural</em> <em>Design and Maintenance</em>, the subject of noise is addressed. The quiet hours in the Villages of Westcreek are between the hours of 11:00 PM and 6:00 AM. The noise standard is for barking dogs, loud music and parties. The offending household will be mailed a Courtesy Letter. Further violations could lead to a loss of privileges by the Board of Directors for up to 60 days.</p>
<p>Even though we have had a lot of rain recently, the Stage Two Water Restrictions are still in effect. These rules are set by SAWS and the City of San Antonio.</p>
<p>With the recent rain we had last week, there was also high winds and some hail. Please check your home for any roof or structural damage to include your wooden fences.</p>
<p><strong><em>Keep Westcreek Beautiful.  Do not litter. Please take a moment to dispose of any litter you may find. </em></strong></p>

<p><strong><em>Public Safety Tip</em></strong></p>
<p>As the weather has gotten warmer, there are more people who are walking, jogging or running along our streets and sidewalks. Drivers please be aware of these activities and use caution when driving through the Villages of Westcreek. The marked lanes on Military Drive West and Westcreek Oaks Drive are actually for the shoulder of the road, these are not a marked bike lane or running path. Walker, joggers and runners should be using the sidewalks that are provided throughout the Villages of Westcreek and not the street. Bicycle riders should be riding to the far right side of the street and obey all traffic laws and rules of the road, just as if you were operating a motor vehicle.</p>
<p>The use of off road vehicles (motorcycles, ATV’s and etc.) is prohibited within the Villages of Westcreek. This includes the Sports Park and all of the wooded areas adjacent to the Community Center, The Highpoint Village and the Estates Village. The association will prosecute for trespassing and any property damage.</p>

<p>VWOA Pools Open May 12, 2012<br />
The community pools will be opening this weekend! Please refer to our website www.villagesofwestcreek.com<br />
for the complete schedule. Below are the current pool rules.</p>
<p>The swimming pool is for the enjoyment of residents in Westcreek. For your maximum enjoyment and safety, certain rules are necessary.<br />
Rules may be amended or added to at any time by the Board of Directors.<br />
1. All persons using the pool facility do so at their own risk and in conformance with these rules, whether lifeguards are present or not.<br />
Pool hours are posted on the premises.<br />
2. VWOA authorized personnel (i.e., Lifeguards, Facility Monitors, other staff as designated by the Board of Directors) are in charge of<br />
daily pool operation and are responsible for enforcing pool rules. All persons entering the pool area consent to the posted rules and<br />
must obey the reasonable instructions of these individuals or leave the pool area.<br />
3. VWOA authorized personnel may eject any person from the pool facility for violations of the rules or for activity that constitutes a<br />
hazard to others.<br />
4. The VWOA and its employees are not responsible for accidents or injury; however, VWOA authorized personnel must be notified of<br />
any injury immediately.<br />
5. The Villages of Westcreek Owners’ Association, its members, directors, managers, and employees will not be responsible for the loss or<br />
damage of any personal property of any kind.<br />
6. Only members/residents with valid VWOA Id or guests of members/residents will be admitted to the pool, whether swimming or as a<br />
spectator.<br />
7. a. All guests, both swimmers and spectators, must register upon entering the pool facilities. Members/residents under 13 years old are<br />
not allowed any guests; members/residents at least 13 are allowed two (2) guests with a total per household not to exceed four (4) guests.<br />
Members/residents must accompany guests at all times, and be responsible for their behavior. Members/residents 12 years old and<br />
above CANNOT be guests. Swimmers/spectators must be 12 years or older and have a current VWOA ID card to enter the pool area<br />
alone. Children under 12 accompanied by their resident parent(s) are not considered guests. Children under 12 brought to the pool by<br />
other than their resident parent(s) will be counted as guests.<br />
b. Guests of members/residents must register and pay a $3 fee per day upon entrance to the pool.<br />
c. When an unaccompanied person under (12) twelve years of age is found without a guardian 12 or older, an attempt will first be made<br />
to contact the individual’s parents with a request to pick up the unaccompanied child. If the parents are unavailable, VWOA<br />
authorized personnel will contact the Bexar County Sheriff’s Department for assistance. The Sheriff will be asked to pick up the child.<br />
Siblings caring for other siblings are to conduct themselves in a mannerly fashion. Those not adhering to rules and regulations will be<br />
asked to leave the pool by VWOA authorized personnel. The Board will be notified. The family will be denied access to all pools for 30<br />
days.<br />
8. Persons under the influence of alcohol or drugs will not be permitted within the pool facility. Alcoholic beverages are not permitted<br />
within the fenced-in pool facility.<br />
9. No glass of any kind, skates, skateboards, bicycles, etc., are permitted in the pool area. Gum chewing and tobacco products are<br />
prohibited in the pool area. All pets are prohibited from the pool area, not including animals for disabled assistance. Special events<br />
during normal operating hours are prohibited.<br />
10. Food and drinks will be permitted on the patios. Do not take food or drinks within 10 feet of the pool’s edge.<br />
11. Spitting, &#8220;dunking,&#8221; running, scuffling, or horseplay of any kind, in or around the pool, will not be allowed. Diving is not allowed. The<br />
use of profane language is prohibited and is grounds for ejection.<br />
12. Water sports and games may be allowed at the discretion of the VWOA authorized personnel.<br />
13. Any floating devices that obstruct the view of VWOA authorized personnel are not allowed, including: boogie boards, black inner<br />
tubes, and lounge chairs.</p>
<p>The VWOA strongly recommends the use of US Coast Guard approved flotation<br />
devices.<br />
14. Parents must assume full responsibility for babies in the wading pool. See posted limits for use of the wading pool.</p>
<p>15. Restroom facilities are available and will be used. Anyone not toilettrained must wear swim diapers in every pool. Diaper changes are<br />
to take place in restrooms away from pool’s edge.<br />
16. Use waste receptacles. Keep the area clean. It will be as clean and pleasant as you keep it.<br />
17. The VWOA authorized personnel may answer questions regarding pool rules and operations but must not be engaged in casual<br />
conversation. Lifeguards, when on duty, are required to watch swimmers at all times.<br />
18. At the discretion of VWOA authorized personnel, a lap lane may be created for any person wishing to swim laps as the schedule<br />
permits. As a courtesy, other swimmers should avoid interfering with the lap swimmers while the lane is in use.<br />
19. Pool facility operating hours must be strictly adhered to. Please leave the pool facility no later than 5 minutes after the designated<br />
closing time so the facility may be cleaned, closed, and locked. On days when the pool is rented for a party, please clear the pool gates<br />
by designated closing time.<br />
20. Lifeguards are authorized a 10-minute break every hour. Breaks will be rotated so that only one lifeguard is on break at a time. If<br />
capacity dictates, it may be required that the pool be vacated during the break.</p>
<p>VWOA Wahoos Swim Team</p>
<p>The swim team will hold their registrations on Saturday May 12, 2012 from 9:00 am- 12:00 pm at the Sports<br />
Park pool. All residents are welcome to attend. Contact Brenda Cornell for more information. 538-5415.</p>
<p>Children’s Self-Defense Class- May 12, 2012 9:00 am- 12:00 pm<br />
1 SAFE KID-This course is for children ages 6 and up and teaches safety tips, how to be aware, how to use<br />
their voice to attract attention, how to set boundaries, simple physical defense skills, and practice on a padded<br />
instructor.<br />
$30.00 per child for the class &#8211; ($25/each additional child from the same family).<br />
Non-residents pay 10% more.<br />
There are only 20 slots available, so register early.</p>

VWOA residents get ready -The Annual Picnic is quickly approaching. The event is always a lot of fun<br />
and a great success. There will be activities for all ages, food, drink, and music. In addition, there will be<br />
performances from local high school ROTC teams, performances from SMASH, Olympic Karate, and Lucy’s<br />
Body Shop. All residents 12 and older must bring a current VWOA ID card to gain free entrance. Non-resident<br />
guests are welcome to attend the event for $8.00 per person. We look forward to seeing everyone there and<br />
to enjoy the day with our community!</p>

<p>Standards Tips</p>
<p>If you have a fence that backs up to a major road, where people walk by and you have a dog please check your fence<br />
and make sure your dogs are not getting out through the fence. We have had several complaints recently about dogs<br />
breaking through the fence and trying to bite people as they pass by. The fence slats may need to be nailed or screwed<br />
back into place.</p>
<p>We are now in Stage Two Water Restrictions, if you follow the rules and hand water occasionally you can<br />
still maintain a healthy lawn. Just because we are in Stage Two does not mean you are excused from properly<br />
maintaining your yard. Weeds will still grow without much water. Our standards do allow for other types of<br />
ground cover, not just grass. Bare dirt and weeds do not qualify as a ground cover.</p>
<p>Our Standards do not allow for lost and found or bandit signs to be placed anywhere in our neighborhoods. This<br />
is also against U.S. Postal regulations to place anything onto a mail box cluster. We do have a place on our web<br />
site for lost and found. Go to www.villagesofwestcreek.com and leave an email for the Web Master and your<br />
information will be placed onto the web site within 72 hours.</p>
<p>Window Air Conditioners are not allowed without Architectural Review Committee (ARC) approval. The<br />
resident must show a medical necessity for their use and if allowed they are only to be installed on side or rear<br />
windows of a residence.</p>
<p>Keep Westcreek Beautiful. Do not litter. Please take a moment to dispose of any litter you may find.</p>
<p>Public Safety Tip<br />
As we work and clean up around our homes, please check for any dead brush, cut branches or leaves that could<br />
pose a fire threat. Most of the trash companies will take these items if they are cut up and in three foot bundles<br />
or if they will fit into the portable trash can you are issued. Be Fire Wise and clear any dead brush or branches<br />
from around your home. Most of the Villages of Westcreek is adjacent to a Green Belt and the vegetation<br />
in this Green Belt is very dry right now, so we need to take care of the areas that we are responsible for as<br />
homeowners.</p>
<p>If you a have a tree in your yard that appears to be dead, it is the responsibility of the homeowner to have the<br />
tree removed. There are several trees within the Villages of Westcreek that appear to have not survived the<br />
drought we have had the last couple of years. By this time of the year all of the leaves should be green. If the<br />
tree were to fall and strike someone or neighbor’s home, the homeowner of the tree could be held liable for any<br />
injuries or damage because he or she did not take care of the dead tree ahead of time.</p>

This is a great opportunity for you to sell your wares to the community and public at large.</p>
<p>Rummage Sale Rules</p>
<p>1. Each spot is 10′ x 10’.</p>
<p>2. Cost: Residents in good standing-$10 per vehicle, Non-residents-$15.00 per vehicle loaded with treasures to be sold.</p>
<p>3. Due to popularity of event and long waiting lines to set-up, you must pre-register at the VWOA office to<br />
receive your ticket.</p>
<p>4. You must have your pre-bought ticket with you at all times.</p>
<p>5. Set-up time: 5:00 – 7:00 am. Vehicles will be allowed to drive beyond Overflow Parking Lot on marked<br />
road to unload or park and tailgate.</p>
<p>6. Sellers may not drive vehicles beyond Overflow Parking Lot or exit the area after 7:00 am due to buyer<br />
congestion. Sellers may exit the area with their vehicles, through the Overflow Parking Lot, starting at<br />
11:15 am.</p>
<p>7. Seller may tailgate and park their car next to the walking/jogging trail from the Pavilion to the South end<br />
of the soccer field up to the memorial table. All other vendors must park their car along the back road. No<br />
driving your car next to the walking/jogging trail north of the Pavilion. No Parking is allowed on the packed<br />
walking/jogging trail. Absolutely no driving your car past the walking/jogging trail. No driving vehicles<br />
within the railroad ties area near Pavilion and Picnic tables. No driving vehicles on grass area between<br />
Pavilion and packed trail and grove of trees.</p>
<p>8. Each Seller is responsible to pick up their entire area of all trash that was brought into the park. The<br />
selling space is to be left clean of all trash small and large.</p>
<p>9. Buyers and Sellers alike must park in a designated parking spot if not parking as designated in # 7<br />
above. Please keep in mind that any illegal parking can cause major congestion in our parking lot and<br />
persons are subject to receive a citation.</p>
<p>Special Condition for Items to be Sold:<br />
• No animals, birds, or reptiles are to be sold.<br />
• Vendors cannot sell any food items.</p>
<p>VWOA Wahoos Swim Team<br />
The swim team will hold their registrations on Saturday May 5, and May 12, 2012 from 9:00 am- 12:00 pm at<br />
the Sports Park pool. All residents are welcome to attend. Contact Brenda Cornell for more information. 538-<br />

<p>Children’s Self-Defense Class- May 12, 2012 9:00 am- 12:00 pm<br />
1 SAFE KID-This course is for children ages 6 and up and teaches safety tips, how to be aware, how to use<br />
their voice to attract attention, how to set boundaries, simple physical defense skills, and practice on a padded<br />
instructor.<br />
$30.00 per child for the class &#8211; ($25/each additional child from the same family). There are only 20 slots<br />
available, so register early.</p>

Our standards allow for grass height up to five (5) inches. A lot of our residents make the mistake of scalping</p>
<p>their lawns when they mow because they think this will help satisfy the standard requirements. When you do<br />
this, the only thing you are doing is putting unnecessary stress on your lawn and this will keep it from growing<br />
properly. With improper mowing and the drought we have had, this is what has led to the large amount of<br />
weeds that we had earlier this spring. You should only mow one-third of your grass each time you cut, this also<br />
depends on the type of turf you have. Our standards do require some type of ground cover; you cannot have<br />
just dirt for your yard. Other alternatives to grass are available such as Xeriscaping, hard cover, smaller grass<br />
area etc.</p>
<p>The Standards for Architectural Design and Property Maintenance allow for easement access: Members of<br />
the Board of Directors and the Architectural Review Committee, as well as the Superintendent of Standards,<br />
Standards Compliance Monitors and those that are responsible for managing the Villages of Westcreek, have<br />
a legally established permanent easement access to enter upon any and all residential properties within the<br />
Villages of Westcreek to verify compliance with the CC&amp;Rs and Standards. Except for circumstances involving<br />
safety or health concerns, the VWOA associates mentioned above will make every attempt to obtain the<br />
resident’s approval before entering the property beyond the fencing.</p>

metropolitan area population. In our community we have people from different backgrounds, experiences,<br />
nationalities. Several residents have recently contacted the VWOA Office because they have become aware of<br />
a sex offender in their neighborhood. If you go to the Texas Department of Public Safety, Public Sex Offender<br />
area of their web site and look up the 78253 zip code you will find there are 38 offenders for our Zip Code, 10<br />
of them live in Westcreek. The association cannot dictate who lives in the Villages of Westcreek.</p>

<p>*Any Villages of Westcreek Owners Association (VWOA) member with a valid VWOA identification card will be allowed to bring a maximum of three (3) guests each to the Sports Park.  In situations where more than three (3) guests are requested, a waiver is needed. The member may submit a request in writing to the Community Manager no less than seven (7) days before the date for which the waiver is requested.</p>
<p>*All private pavilion parties in excess of 100 people must pay for and have a security officer on duty the entire length of the party.  For every additional 100 attendees, an additional security officer required.</p>
<p>*No sports teams, clubs, leagues, or groups, which operate outside of the VWOA organization are allowed to practice or play games in the VWOA Sports Park without first getting written approval from the VWOA Board of Directors.</p>
<p>Also a couple of other reminders- Please make sure you have your ID cards when going to the park. The Park attendants are checking them to make sure they are current. If you have not had them updated, please stop by the office and the staff will gladly assist you.</p>

<p>In observance of Earth Day 2012, did you know that our standards allow for our home owners to go green if they choose to do so? Our standards do allow for artificial turf, solar power, wind turbines, rain barrels, metal roofs (must have the appearance of composite shingles) and Xeriscaping. As with any major outside improvement or change you must apply to the Architectural Review Committee (ARC) with a Property Improvement Application (PIA) for approval prior to starting any work. For further information refer to the <em>Standards for Architectural Design and Maintenance</em>, <em>January 2012</em> on our web site or you can obtain a copy at the VWOA Office.</p>
<p>Currently our Standards Monitors are going through their areas of assignment and leaving a standard courtesy letter for each property that borders a common fence on a major thoroughfare or greenbelt area. The Villages of Westcreek does not own any fence that is on private property, it is the responsibility of the owner to maintain his or her fence. This letter gives you some suggestions on what to look for and we will allow thirty days for repairs to be made. After thirty days the Standards Monitors will come back and leave a Courtesy Notice for any fence that needs repairs.</p>

<p><strong><em>Public Safety Tip</em></strong></p>
<p>At our Annual Meeting last week it was suggested by some of the residents that we list at least the Villages that are having the incidents of crime as they are reported to the VWOA Office for Our Crime Alerts. Two weeks ago in the Reserves the front door of a home was broken into with a sledge hammer while the residents were gone for approximately thirty minutes. Several weeks ago two houses in the Highpoint Village were broken into and items were stolen from the house. If you choose to go with an alarm system, make sure you are using a company that is licensed, insured and bonded in the State of Texas.</p>
<p>For important papers, jewelry, external hard drive computer backup, family heirlooms and etc. you may want to consider a Safety Deposit Box and remove these items entirely from your home. It is also a good idea to have a property inventory with pictures or video of your property. In the event of theft or fire you would have a way to describe those items that were stolen or damaged. Deputy Banillia with the Bexar County Sheriff’s Department has already confirmed he will be coming out to our annual picnic on Saturday, May 19, 2012 from 11:00 AM until 3:00 PM. You will be able to get more crime prevention tips from him and sign up for a free home security survey conducted by the Sheriff’s Department. This survey could possibly lower you home owner’s insurance premiums if you follow their tips and suggestions</p>
