ABOUT THE VILLAGES OF WESTCREEK OWNERS’ ASSOCIATION (VWOA)
BACKGROUND
The Villages of Westcreek is a friendly suburban community located at Loop 1604 and Military Drive West, near SeaWorld of San Antonio, in the far west part of Bexar County, Texas. This deed-restricted community has over 3,400 homes with people from just about every ethnic, religious, and socio- economic background to be found in a typical American town. Also, as part of “military city,” Westcreek is home to a substantial number of active-duty and retired military.
The community is governed by Villages of Westcreek Owners’ Association, led by a Board of Directors and various committees. All owners, whether residing in the community or not, are members of VWOA. The Board and committees conduct the business of VWOA on behalf of the community, using as basic guidance the Bylaws, various Resolutions, and a Declaration of Covenants, Conditions and Restrictions (CC&Rs).
The Villages of Westcreek has many wonderful features for its residents, including a Sports Park and Community Center, both which host many functions for residents during the year. The Sports Park is home to a swimming pool (a second pool is adjacent to the Community Center), basketball court, two tennis courts, playground, football/soccer field, walking trail, sand volleyball court, picnic area with lots of shade and tables, and a picnic pavilion.
While more than 3,400 might sound like a lot of homes, the Villages of Westcreek maintains a cozy community atmosphere, mostly because it is divided into 19 individual “villages,” each with a slightly different look and personality. These smaller units make it easier to meet neighbors and develop a sense of belonging to the neighborhood while still being part of the larger community. Still, that sense of community expands when everyone throughout Westcreek joins for functions, such as Fall Fest, Easter Egg Hunt, an Annual Picnic, National Night Out, Mardi Gras Casino Night, Christmas Lighting Contest and monthly yard sales.
The Community Center (12395 Military Drive West) and Sports Park (12354 Military Drive West) are private property, owned by the Association and maintained with funds from the annual budget, for the use and enjoyment of owners in good standing, residents, and their guests. The common property maintenance, as well as other business of the Association, is paid for by owner assessments.
All Board and committee members are volunteer homeowners. To assist with continuity of operations and conduct of day-to-day operations, VWOA employs an on-site, full-time manager. our Community Manager may be contacted during business hours at the office, 12395 Military Drive West.
Villages of Westcreek is conveniently located near shopping areas, grocery stores, medical care, schools, restaurants, a movie theater and other entertainment, and a soon-to-be-built public library branch. We are less than 30 minutes from the airport, military bases, and downtown San Antonio, including the River Walk. SeaWorld is barely five minutes away and Six Flags Fiesta Texas is just a short drive down Loop 1604, near the University of Texas at San Antonio. In addition, there is convenient access to several major thoroughfares, including US Highway 90, Loop 1604 and Loop 410.
BRIEF HISTORY
VWOA is a non-profit entity, incorporated in the State of Texas in 1987. Until 1994 there existed both a Property Owners Association and a Home Owners Association, which are still reflected in many of the Association’s legal documents. In 1994, the two Associations were legally merged into the single Westcreek Owners Association (VWOA). All owners, whether residing in the community or not, are members of VWOA.
MAIN PURPOSES OF THE ASSOCIATION
- To provide maintenance services to the properties which it owns or administers.
- To protect the investment and enhance the value of the property owned by its members.
- To provide an efficient mechanism for numerous people with diverse interests, backgrounds, and living habits to live in a proximity and to share common possessions with a minimum of inconvenience and loss of personal rights.
- To provide the environment within which social contacts between neighbors can develop spontaneously.
